But despite the importance of these landscapes, and this being recognised in law for close to 30 years, we are still seeing poor outcomes. This prompted the Environmental Defence Society to initiate a project to investigate why the landscape management system is failing and how it might be strengthened.\u003c\/p\u003e\n\u003cp\u003eThis Synthesis Report brings together a large body of work we have undertaken on landscape management. It includes the findings of four case studies focusing on landscape management in Te Manahuna Mackenzie Basin, Te Pātaka o Rākaihautū Banks Peninsula, the Waitākere Ranges and the Hauraki Gulf Islands. A fifth case study investigated potential linkages between tourism and landscape protection. The Report also includes an in-depth review of the case law and landscape assessment practices in Aotearoa New Zealand. We have investigated the application of a te ao Māori approach to landscape. In addition, we have included the findings of an in-depth international review of innovative landscape protection models.\u003c\/p\u003e\n\u003cp\u003eWe found that the pressures on our landscapes have increased markedly over the past two decades and many landscapes are still in decline. The pressures are becoming stronger, more multifaceted, and they play out in different ways in different places. We found that in the face of intense development pressures, the current system is not performing well.\u003c\/p\u003e\n\u003cp\u003eWe conclude the report with identifying how the current proposed reforms to the resource management system could be better configured to provide more robust landscape protection. There have been considerable pressures on these landscapes over a long period of time including from pastoral farming, rabbits, hydro power generation, wildling pines, irrigation and dairy conversions. The Basin is fast approaching a tipping point, where the remaining outstanding natural and cultural landscape values could be lost.\u003c\/p\u003e\n\u003cp\u003eMany of the current pressures on the Mackenzie Basin stem from historical events and the unintended consequences of successive government policy settings.  Although the current regulatory framework could have protected landscape values in the Basin, it has failed, through want of quality and joined-up policy implementation and effective oversight of agency performance.\u003c\/p\u003e\n\u003cp\u003eThere are a number of positive initiatives underway in the Basin to help address this situation, and political will to turn things around. Our recommendations specify how current tools could be better deployed to provide the landscape protection that is sorely needed. It proposes keeping an integrated RMA – with significant changes and perhaps even renamed – at the heart of a future system that protects the environment and supports wellbeing.\u003c\/p\u003e\n\u003cp\u003eBut the RMA isn’t everything. The report also explores reforming oceans management, embedding climate change considerations in the system, and changes to urban and infrastructure development. It also proposes of an overarching piece of legislation under which we would deploy strategic and spatial planning. That would be crucial to manage urban growth pressures.\u003c\/p\u003e\n\u003cp\u003eFurthermore, we emphasise that reform needs to look beyond just legislation and consider underlying funding and institutional arrangements. The system needs to be more future focused and strategic, and less siloed. It needs to be more agile. The current MPA system has long not been fit-for purpose and there is strong consensus around the need for change.\u003c\/p\u003e\n\u003cp\u003eIn this report we have identified tricky areas that will need to be negotiated to successfully effect MPA reform. But there are many areas on which there is broad consensus, and these can be fruitfully built on.
